[ Q&A ]

Q & A

What if my KEP gets stolen?

Your KEP never leaves your computer. Ever. run-done signs documents locally on your PC. The key isn't sent to our servers, stored in the cloud, or routed through middlemen. Signing happens in your computer's memory and is sent directly to ERPN.

How do I know the program isn't sending data anywhere else?

Configure a firewall. run-done talks to only one server — tax.gov.ua (ERPN). Block everything else — the program will still work. After setup we provide firewall configuration guides for your system.

Isn't this like M.E.Doc in 2017? (NotPetya)

No. M.E.Doc was compromised through its update mechanism — the program downloaded code from the vendor's servers. run-done has no auto-update mechanism. The program downloads nothing from the internet except responses from ERPN. You control every update manually.

What if ERPN is unavailable?

run-done retries automatically. Every attempt is logged. When ERPN responds — you get a Telegram notification, even if you've already closed the accounting system. You'll never miss a deadline because of a tax office outage.

Is this legal? Will the tax office block it?

Fully legal. run-done registers invoices with your KEP through the official tax office API. It's identical to how M.E.Doc or any other program does it. The difference — your key stays with you.

Will I have to change my accounting system?

No. run-done embeds into your system — 1C, BAS, SAP, Odoo, anything. You continue working as usual. One button — and the invoice is in ERPN. No XML, no file exports, no extra windows.

Will this replace my accountant?

No. run-done handles the routine — registration, retries, receipts, notifications. You make the decisions. The accountant stops wasting time on mechanical work and focuses on what actually needs experience and judgment.

How to check PN registration limit?

run-done automatically checks the registration limit before each submission.

What are PN registration deadlines in 2026?

Invoices from 1-15 must be registered by the 5th. From 16-last day — by the 18th of next month.

What is the penalty for late PN registration?

During wartime: 2% (up to 15 days) to 25% (over 1 year). Peacetime: 10-50%.

Can I create an adjustment calculation via run-done?

Yes. run-done supports creating and registering adjustment calculations (RK).

How much does run-done cost?

From $99 one-time — lifetime license for first 100 customers.

Guide

Registering tax invoices in the ERPN: the complete guide

The essentials for an accountant or a director: how to register tax invoices (PN) and adjustment calculations (RK) in Ukraine's Unified Register of Tax Invoices, the deadlines, penalties and VAT limit, what to do when registration is suspended by the risk-monitoring system (SMKOR), and how automation inside your accounting system differs from the Taxpayer's Cabinet or M.E.Doc.

What automatic PN and RK registration is

Automatic registration of tax invoices means sending the XML file of a tax invoice (PN) or an adjustment calculation (RK) straight from your accounting system (1C, BAS, SAP, Odoo, Key-CRM) to the Unified Register of Tax Invoices (ERPN) of the State Tax Service of Ukraine, signed locally with the director's and the company seal's qualified electronic signature (KEP), and receiving receipt 1 (accepted) and receipt 2 (registered or rejected) — with no intermediary and no manual XML upload to the Taxpayer's Cabinet.

How it works: 4 steps from your accounting system to the ERPN

  1. The document is created in your accounting system — a manager or accountant issues the tax invoice in 1C / BAS / SAP / Odoo as usual.
  2. run-done picks up the XML file through a standard integration (1C HTTP service, SAP REST API, BAS export) — the accountant's routine does not change.
  3. The director's and seal's KEP are applied locally on your computer; the private key never leaves the machine, only the signed CMS container is sent.
  4. The signed package goes to the ERPN; receipt 1 confirms acceptance, receipt 2 confirms registration or returns an error code, and both are stored next to the document in your accounting system.

PN and RK registration deadlines

Under Clause 201.10 of the Tax Code of Ukraine (as amended by Law No. 3603-IX), PN/RK issued from the 1st to the 15th of a month must be registered by the 5th of the following month. Invoices issued from the 16th to the last day of the month — by the 18th of the following month. An adjustment calculation reducing the buyer's VAT is registered by the buyer (not the seller), who has 15 days from receiving the RK. Current deadlines with a countdown are in our tax calendar; the detailed table is on the PN registration deadlines page (in Ukrainian).

Penalties for late registration (Art. 120-1 of the Tax Code)

For missing the PN or RK registration deadline in the ERPN, Article 120-1 of the Tax Code of Ukraine sets a penalty as a percentage of the VAT amount that grows with the delay: 10% for up to 15 days, 20% for up to 30 days, 30% for up to 60 days, 40% for up to 90 days, 50% for up to 120 days and 50% beyond 120 days. For PN and RK without VAT the penalty is a fixed UAH 170 per document. Automatic retries after ERPN errors (network failures, temporary unavailability of the tax service) are the main way to avoid a penalty caused by a technical glitch. A detailed breakdown with a calculator, exceptions and the appeal procedure is in the article penalties under Art. 120-1 (in Ukrainian).

The VAT registration limit (ΣНакл formula)

The registration limit is the maximum VAT amount for which a taxpayer can register PN and RK. It is calculated as ΣНакл = ΣНаклОтр + ΣМитн + ΣПопРах − ΣНаклВид − ΣВідшкод − ΣПеревищ. In plain terms: the limit grows with tax invoices received from suppliers and with VAT paid at customs, and shrinks with tax invoices you issue and with VAT refunded from the budget. run-done shows the current limit on the dashboard and warns you in Telegram when it is not enough for the next PN, so you can top up your VAT account before registration is blocked. See plans with limit monitoring.

Registration suspended by risk criteria (SMKOR)

The risk-criteria monitoring system (SMKOR) automatically suspends the registration of tax invoices that match risk indicators: unusual goods or services, supply volumes above the norm, a risky taxpayer profile. A suspended PN receives a suspension receipt; it is unblocked by filing the taxpayer data table and documents proving the operation is real through the Taxpayer's Cabinet of the State Tax Service. run-done tells a rejection receipt (BT-1) apart from an SMKOR suspension receipt, sends the accountant different notifications and stores both with the document automatically. If a PN has already been issued by mistake, see the separate guide how to correct an erroneous PN with an RK (in Ukrainian).

How run-done differs from the Taxpayer's Cabinet and intermediary services

In the State Tax Service's Taxpayer's Cabinet registration is fully manual: the accountant exports XML from the accounting system, logs into the web cabinet, signs and sends every PN. It is free, but it does not scale to dozens of invoices a day. Intermediary services add an extra gateway: XML is exported from the accounting system into the service's client, then to their cloud, and from the cloud to the ERPN. Signing may happen locally or on their server (cloud KEP). run-done works without a middleman: the package goes from your computer straight to the ERPN, your KEP is never stored in someone else's cloud, and there is no monthly subscription.

What KEP is and why local signing is safer than cloud signing

A qualified electronic signature (KEP, formerly EDS under Law No. 2155-VIII "On Electronic Trust Services") is a cryptographic key issued by an accredited key certification centre (for example IIT "ACSK Ukraine", Diia, MasterKey). Local signing means the key itself stays on your secure token or in a Key-6.dat file on your computer, and signing happens on your machine. A cloud KEP moves the key to the provider's server — convenient, but it creates a single point of compromise for all of the service's customers. run-done uses local signing only, through the official IIT EUSign library.
